KNIVES are out for Deputy Prime Minister Arthur Mutambara over allegations he misled South African President Jacob Zuma — the man trying to break the costly political impasse in Zimbabwe — that parties to the Global Political Agreement (GPA) had agreed that provincial governors would only be appointed simultaneously with the removal of sanctions slapped on ZANU-PF leaders by the United States and the European Union. Feeling hard done by Mutambara, who played right into ZANU-PF’s hands, the larger faction of the Movement for Democratic Change (MDC-T), headed by Prime Minister Morgan Tsvangirai, is seething with anger and has since communicated with Zuma’s facilitation team repudiating the deputy premier’s assertions that have also been condemned by senior members within his own party.
The discord over the garrulous Deputy Prime Minister’s two letters penned on June 10 and August 10 has fuelled rifts within his MDC-M.
The two letters became the basis upon which Zuma, who is desperate to fend off a crippling strike in his country, crafted a report that was presented to the Southern African Development Community (SADC) Summit held in Namibia about two weeks ago.
The letters have now returned to haunt their author.
Mutambara, who abandoned a rewarding private sector career in February 2006 to take up leadership in the smaller MDC faction, is now standing on shaky ground ahead of the party’s congress next year where he is expected to be challenged for the post of president.
Welshman Ncube, his secretary-general, is rumoured to be one of the senior MDC-M officials gunning for the party’s presidency.
With Gibson Sibanda, the former MDC-M vice-president, out of the picture due to death at the age of 66, and with Mutambara mercilessly shooting himself in the foot, Ncube appears to have gained sufficient gravitas to catapult him to the apex office if he so wishes.Mutambara — previously accused by some in the MDC-M’s rank and file of glorifying President Robert Mugabe in almost the same measure as the veteran nationalist’s publicists — has also closed the door on the appointment of a top official in his party. Paul Themba-Nyathi, an influential figure in the MDC-M, was eyeing the Matabeleland South governorship as a way out of the political oblivion he was forced into following his electoral defeat in the 2008 general polls and the subsequent failed bid to land the position of Speaker of Parliament during the same year.
The deputy premier’s position has also already hardened ZANU-PF’s resolve to dig in its heels on issues raised by the other GPA partners as outstanding matters until the lifting of sanctions.
He has also given President Mugabe an unlikely ally to fight from his corner as pressure mounts for new appointments of the 10 provincial governors and resident ministers following the expiration of the tenure of the current appointees.
With the main political actors holed in their positions, it is now all too clear that the deadline given by Zuma at the SADC summit in Windhoek would be ignored.
In his report to the SADC Troika, Zuma implored the three principals to resolve the outstanding issues threatening the power-sharing pact within 30 days.
But indications are that, nearly 15-days after the ultimatum, the GPA principals are far from narrowing their differences, setting the stage for continued squabbling within the unity government.
Zuma had also recommended that the SADC Troika should persuade the regional bloc to help Zimbabwe to come up with guidelines that will result in violence-free elections, which President Mugabe said would be held next year.
Zuma’s report also said the three principals had instructed the Minister of Justice, Patrick Chinamasa, to immediately lead the drafting of Electoral Act amendments.
The issue of amending the Electoral Act is one of the 24 agreed issues contained in the GPA implementation matrix that has since been approved by Cabinet and the principals.
The others include an agreement to speed up the process of vetting, training and engagement of security personnel for Prime Minister Tsvangirai and Deputy Prime Minister Mutambara and to expedite the establishment of a National Economic Council.
Ncube, the chief negotiator in the deputy premier’s formation, revealed in an interview that during talks, the only thing that had stalled the appointment of governors was that their term of office had not lapsed leading to an agreement that new faces would be brought in at the expiration of the current terms.
“If anyone is saying anything else, if anyone is shifting goal posts, then that person is not sincere,” Ncube said.
But Deputy Prime Minister Mutambara insists that he was mandated by the other principals — the President and Prime Minister Tsvangirai — to communicate with Zuma that the appointment of provincial governors would be done “simultaneously and concurrently with the lifting of sanctions”.
In an interview yesterday, MDC-T spokesperson, Nelson Chamisa, said the premier had never agreed with the Deputy Prime Minister on what he termed a “ridiculous and bizarre arrangement”.
“Our position and that of president Tsvangirai is that we are waiting for the swearing in of new governors. At no point did he accept a ridiculous and bizarre arrangement of saying concurrence,” said Chamisa. “We have clarified that position to President Zuma and SADC is aware. There is no link between the issue of governors and the restrictive measures.”
The move has thrown a lifeline to ZANU-PF governors who were set to vacate office including Ephraim Masawi (Mashonaland Central), Aeneas Chigwedere (Mashonaland East), Christopher Mushohwe (Manicaland) and Faber Chidarikire (Mashonaland West).
The others are Angeline Masuku (Matabeleland South), Thokozile Mathuthu (Matabeleland North), Cain Mathema (Bulawayo Metropolitan), David Karimanzira (Harare Metropolitan), Jason Machaya (Midlands) and Titus Maluleke (Masvingo).

politics and religion are quite different zvenyika no mukanya2. to me its like this; faced with a drought situation i will find way to store water . i will not go to church to pray for rain. do you get my point . try to seperate religion from much of this stupid politics. i am not religious at all. many people are right now seating on the fence on the issue of religion. i do not hate it either. the question remains unanswered. di tsvangirai sign it or not? do not lose focus. what is this hallaballoo for?

Hey Zvenyika. Why do u want to behave like a Muslim who misplaces Allah's position in even earthly issues? Where does Jesus come in when he himself recognized the position of local leaders by urging the Israelites to pay taxes?
You make appear as if there are countries ruled by Jesus himself. Is that not blasphemy? I hold no respect for people like Apostolic faith followers, 7th Day Adventist, Islamic fundamentalist, Jehovah's Witnesses. The reason is that they tend to think God, Allah, Jesus and Muhammad are there for them only! If that is the case, then it means God has abandoned all Zimbabweans?
The land of Israel is full of fools even in Biblical times. There has been senseless wars to the present day! On the one hand there are Jews who think that the barren land is theirs only and that they are the 'Chosen People' - whatever that means. On the other hand there are mad Arabs who go to fight a well armed army using only slings and burning Israeli flags!
As for this dubious letter, how many pages did it have? If they were m*re than two and/or not counter-signed, then you know the score. Remember the one Biti was alleged to have written which was even discounted by a Zanu PF appointed judge.

Well well well, Mutambara has managed to mess up MDCs to his benefit of cause. Now, its time to guess who he is working for. Mudhara. Come election time when ZANU PF consolidate their paower, and MDCs loose ground, Mutambara will lend a very good position in ZANU PF. Ndo politics dzacho. If Ncube thought he is smart by challanging Mutambara, now see who is smarter. All along, Mutambara has been working for the party, ZANU PF. A lot of things have been going wrong and are gpoing wrong in both MDCs. Heavy infiltration ne boys. Well as I have always said, I went back to the party a long time ndawona kuti hapana zviripo in opposition. Godd luck opposition.

If only we could see, we could say ...now I see says the blind man! The problems of Zimbo will neva come from any individual. RG was once a hero who was liked by every citizen of Zim even newly born babies could sing songs of praise for him, but he messed with time. We all thot MT would be our saviour, but for how many years now can we continue to wat. Wont he be like the former i.e. hero at first and then also mess latter? There is only one person who does not change and I can a*sure u that He love and cares for Zimb and its people. If only all Zimbos we could turn to Jesus for a permanent solution to our country, just like the Israelite in Egypt from the grip of Pharaoh. (Exodus 3:7-8) '...I have heard the cry of my people in Zimb, and I have seen their affiction....' Lets cry to God so that He sends a 'MOSES' to help us in Zimb. I hope we have learnt how we cannot trust any other person for our total freedom, liberty, good living and the inheritance of of children. Zimb is not for an individual or few individual, but its for God and His people (all of us and those to come)

In politics ,like any other game you need to be sharp and I must say Mutambara is fully aware of what he wants.he took a gamble into politics leaving are m*re decent and paying carear and he needs his pay.Is his pay going to come from peaceful Zim or will it be from Zanu?He will kiss Zanu and get payed good money.He knows how to make headlines and headlies.So if any Zimbo was beating on this guy for prosperity,soz,you are lost.Do not bank on Tsvangirai either as his zeal to make you and me normal again is limited.Mugabe is just worse as he single handed put us ino this mess.So who will take us out of all this----you,yes you my Zimbo.Without you there is no peace and there is no future.Many of us have fled the country and settled in other countries as we can't be bothered(me included).If only all of us go back home and those back home unite and say enough is enough,then we will have changes that we are all looking for. i think we should look at the real situation of problems in zim. it's neither robert mugabe nor the two mdc factions. the problem lies with the citizens themselves, no political party amongst the three is better than the other. politics is a dirty game, these people have always bedded one another.
in my view th devil you know is better than the one you do not know. if things are failing to move as expected in the "Government of Unity", all parties are to be blamed because they are not committed to seeing Zimbabwe's problem off.

tsvangirai and mdc, globe trotted for sanctions and it is their mandate to see them off. Mugabe on the other hand is mandated to bring peace in the country, tribalism, regionalism and all forms of abuse.

everyone should play their expected and mandated duties....zimbabweans on the other hand must work, refrain from the ills of political puppetry and live harmoniously, after all we all want the best of what we have inside ourselves as a nation to come out.
we all need to realize is the very same politicians we fight over, are living lavishly doing God knows what, whilst we fight n call each other all kinds of slurs. the government is people's property and not the other way round.......

the ordinary man has the power to bring change to this whole situation....read between the lines, all hope is not lost, we need to take to task the government and not us being taken to task. think outside the box, we gave them power and we can still take it back.

Mr Mugabe in my view has done tremendously well, he has ceded some of his power to Mr Tsvangirai, it's visionary of a man of his nature. Mr Tsvangirai on the other hand has taken up his position quite okay but some of this party's utterances provoke the sleeping giant hence the confusion.

if one ask for bread and has been given, no need to ask for the whole loaf, be satisfied for the mean time and hopefully, you will get to have the loaf, and the same cycle is always happening in politics.

this message is for all Zimbabweans, government is having trouble because every1 is now power hungry, a shame judging that Mr Mugabe has been a pretty visionary man to see that Tsvangirai is seconded to him and might as well takeover if he behaves in a respectful manner.

Mugabe is old and wise. He is Zimbabwe's Life President and the sooner we all as Zimbabweans accord him, this post, the better future we will have. Tsvangirai will become the day to day ruler, only consulting with Mugabe in terms of policies.

A Perfect example is little Malawi. because Zimbos fail to be visionary, the future will be bleak for all i know. Mugabe brought us where we are today, poverty or no poverty and the least is to gratify the leader.

the questions before we start blaming any quota is 'What role am i Playing in resuscitation of Zimbabwe's pride. How is the sweat of my labour transforming to Zimbabwe's sustainable growth and development.
most of us will be surprised to note that we have always been complaining and decampaigning the hard work of others who wake up, till the land, go down the mine, teach and do anything to provide a meal on the table.

This is ridiculous how can any man with his five minds in the head would agree to this statement. I just believe it was purposely put in and all the readers overlooked to it and signatures authenticated. The people who put it knowingly are Mutambara and Mugabe so that they could pin Tsvangirai to themselves. Governors and sanctions where are they relating to each other in reality here. They are extremely seperate entities

Sanctions are imposed by external outsiders and governors are internals, so guys why are you doing this here. Zanu is a crap and they have done loopholes to get away with it before. The above writer I say to you governors are important in politics to those areas for elections to be monitored for free and fair . Look what the killings that happened before during elections. MDC -T there is nothing you can do with sharks of Zanu pf than to focus on new elections and defeat them . So cry for new guidelines that will result in violence-free elections and ensure that electoral commission is totally changed and bring election monitors from SADC,AU,EU ,Commonwealth and Independent human rights organisations. Now you have to campaign vigorously and peacefully. Ensure that the media is fair and open to all parties. Surely Zanu will not win and Mugabe is too old to spare unless they change within themselves to stage a fair game in the ground.

Zanupf has always had its way with Ndebeles. The most powerful of them, Joshua Nkomo was pulverized into submission under the dissident context. From there it was downhill:-
1. Buy off Jonathan Moyo
2. Buy off Welshman Ncube and Gibson Sibanda into booting out Tsvangirai from the now formiddable MDC
3. ... but give them Arthur Mutambara to lead them!
4. Give them the Simba Makoni Dumiso Dabengwa combination to fish them out of Tsvangirai's MDC
5. Give them the 'revived Zapu' to extract them under Dabengwa
